THE SMOTHERING FOG
A sea fog swallowed the quay whole. One man swears he watched the killer cross it.
A harbour quay drowned in a sea fog so thick the lamps showed only as faint smears. Nothing across the water could be seen that night; a man at one shed could not have made out a soul at the next, and the fog bell tolled blind into the murk.
Decode each statement, then name the one liar. The cipher is the same for all five.
INCIDENT REPORT. Silas Foss was found at dawn on the quay steps, struck down with a heavy mooring iron. A sea fog had lain thick over the harbour all night; across the water nothing could be seen, and the lamps gave no more than a glow. Five of the harbour people were awake along the quay. Each gave an account of the blind hours. One of them claims to have seen across a fog that hid everything.
