LAST CALL AT THE HARBOR LIGHT
INCIDENT REPORT. Calder Foss, proprietor, found behind the Harbor Light at 11:54 PM. Cause of death: a single blow to the back of the head, delivered with the cast-iron lantern that hung at the back door. No firearm was used. No firearm was recovered. No discharge was reported by the harbor patrol or by any resident along the quay.
Last orders called at 10:40. Foss's pocketwatch, smashed in the fall, reads 11:18. The till is empty; his wallet is missing. The tavern's back door was unlocked when the body was found.
Five persons were in or near the Harbor Light between last orders and discovery. Each has given a statement. One statement does not survive the report.
Decode each statement by hand, then name the one liar. The cipher is the same for all five.
